Reign Josef Basilio, an Eagle Scout of the UNO-R Trailblazers was adjudged as winner of the recently concluded selection of Ten Outstanding Boy Scouts of the Philippines (TOBS) by the Screening Committee of the National office. She will represent the BSP-Bacolod City Council and UNO-R in the national search this October.
